How to Make a Phone Call and Phone Fees

 A. Out-going calls
 
1) Local Phone calls (within the city)
All city land-lines and the “Little Smart” phones have 8-digit numbers. To make a phone call you just need to dial the 8-digit number without any local prefix.
To call a GSM cell phone whose service is registered in the city, just dial the 11-digit number.
For all the above mentioned local telephone calls the price is about 0.2RMB for the first three minutes, then 0.1RMB/minute thereafter.
 
 
2) Long distance phone calls in China
To call a land-line or a “Little Smart” phone outside the city, you should add the destination city code before the number that you want to dial, and there should be a 0 (zero) before the city code. The Beijing code is 10, and the Shanghai code is 21. For example, if you want to call the Beijing number xxxx xxxx from Shanghai, you should dial 010 xxxx xxxx.
To call a GSM cell phone whose service is registered in a province/area other than the city, you need to add a zero before the 11-digit number.

When you are making an above mentioned telephone call, you are going to be charged the local phone fee (see above category), plus 0.6 RMB/minute long distance fee.
 
 
3) International Calls from China
To call another country, you should add the country code before the telephone number you want to call (country code+city code+telephone number).
 
Within the city (local fee) 0.2RMB/3 min, then 0.1RMB/min
Domestic long distance local fee + 0.6RMB/min
International 0:00a.m.- 7:00a.m. 4.8RMB/min; 7:00a.m.- 0:00a.m. 8RMB/min. 
To: Hong Kong, Macao, Taiwan 2 RMB/min

The cheapest way to make international calls is to use an IP calling card.
 
B. Incoming phone call
It is always free to use a land-line or a “Little Smart” phone to receive phone calls no matter who is calling you or from where. You just to pick up the phone and answer.
 
C. How to dial China from another country?
You should dial:
China country code (0086) + city code (Shenyang is 24)+ telephone number
For example, calling Shenyang from overseas, you should dial: 0086 24 xxxx xxxx
 
IC-Card Public Phones & IP Cards
IC-card public phones
There are thousands of IC public phones on the street. They are all owned by China Netcom. You will need to use IC phone card to make phone calls with these phones. The IC phone card is a non-rechargeable debit card. When you are making a phone call, just insert an IC phone card into the card slot, and then use the phone just like a regular land-line.

All the IC phone cards have their prices on them, but usually you can buy them at a discounted price.

No public phones use coins, but there are phones available at little merchandise booths. You can go to the booth and pick up the phone and dial. After your phone call, the person in the booth will tell you how much to pay. The price is more expensive than using a land-line or an IC-card public phone.

IP long-distance phone cards
The IP phone cards are for making long distance phone calls. It is much cheaper to use an IP phone card than to use a regular phone, IC card or cell phone. You can purchase IP cards at discounted prices. Usually, it costs about 1RMB/minute to make an international phone call with an IP card. Comparatively, it costs about 8 RMB/minute using the regular phone during the day or 4.8 RMB/minute during the night. There are IP cards from different phone companies, and there are many options. Most people use a land-line when using an IP card because it is cheaper.
