There are two telephone companies in the city: China Netcom and China Railcom. Both can install land-lines. Let’s use the example of China Netcom.

You can call 189 or go to the CNC office building at No. 185, Shi Fu Da Lu, Shenhe District (close to the Government Square) to apply for telephone installation. The installation fee is 300 RMB. ID must be shown when applying for installation, foreigners can use their passports. The CNC policy requires foreigners to pay 1000 RMB extra deposit, and it is refundable.
Usually it takes only a few days from when you call to when your service is installed.
